The Government Information Bureau pays great attention to the opinions carried in the 2020 Annual Report of the Commission Against Corruption concerning procurement of services. The Government Information Bureau will follow up on the issues raised, in a proactive manner.

The Government Information Bureau’s magazine titled “Macao” is published in three versions, each in a particular language: Chinese, Portuguese, and English. Public tenders were conducted from 2005 to 2009 for the production of the magazine. In line with advice from the Commission Against Corruption in February 2020, the Government Information Bureau has this year opened respective public tenders for the production of each language version, with the aim of sourcing service providers from the private sector. Information regarding the respective tender processes to bid for the right to produce any or all of the three versions of “Macao” magazine, was published in the Macao SAR Gazette on 14 April, 21 April, and 12 May, 2021, respectively. Relevant tender processes are ongoing. The Government Information Bureau will select, in an open and fair way, service providers that can meet the editorial principles expected of the magazine, and in compliance with external publicity and promotion policies of the Macao Special Administrative Region.

In addition, operation of Macauhub, a website to promote economic and commercial news between China and Portuguese-speaking countries, has been taken over by the Government Information Bureau since the expiry on 30 April 2020, of a contract with the prior contractor. No service regarding Macauhub is outsourced currently.

The Government Information Bureau will continue to abide by the principles of lawfulness, fairness, impartiality and openness when carrying out tasks and procedures, and will strictly require its staff to implement carefully and prudently relevant procedures in accordance with laws and regulations. The Government Information Bureau will also continue to review its work processes for procurement of services, and the methods to monitor provision of services.
