Dear fellow Macao residents, friends, Happy New Year! As we welcome the Year of the Snake, we are ready to embrace our blessings and fortune of the new year. On this joyous occasion when our families gather together to ring out the old and ring in the new, on behalf of the Government of the Macao Special Administrative Region, I would like to extend my heartfelt Chinese new year greetings to all fellow residents and friends who support and attach great importance to the development of Macao. I wish everyone health, happiness and prosperity! May the Year of the Snake bring us wisdom and strength. May we create a better future for Macao together! “One can tell the inside of an object by observing its outside; likewise, having observed the past, we can predict the future”. As we look back at the Year of the Dragon, remarkable stories have been staged and precious memories have been made here in the land of the lotus: President Xi Jinping attended the celebration events and the inauguration ceremony of the new-term Government, and delivered important speeches to mark 25th anniversary of Macao’s return to the motherland; and preferential policies for Macao rolled out by the Central Government, gradual economic recovery achieved with the concerted efforts made by different sectors across the city, overall stability and harmony maintained in the society. As the people of Macao celebrate the 75th anniversary of the founding of the People’s Republic of China, we are proud of the great achievements of our motherland and we have further strengthened our sense of national identity. The Guangdong-Macao In-depth Cooperation Zone in Hengqin has been established for three years and new achievements have been attained for the integration of Macao and Hengqin; the charm of this new “home” is glowing. According to Chinese culture, the snake symbolizes wisdom, sensitivity, flexibility, and auspiciousness. There may be all kinds of uncertainties on our path to the future and rapid changes may take place in the international landscape; however, our motherland will always be our staunch supporter. The “One Country, Two Systems” principle will always be our institutional advantage, and the solidarity and cooperation of people from all walks of life will always be the greatest confidence for us to forge ahead in unity. With our creative and innovative thinking and our willingness to reform in order to cope with changes, we will seize all opportunities and pave our way for the future. Standing at this new historical starting point, we take up this new mission. This new year also marks the first year of the inauguration of the sixth-term Government, we will continue to strengthen the implementation of the “One Country, Two Systems” principle and uphold national security with a greater sense of responsibility. We will strive to enhance the governance and management capacity, stay committed to building a service-oriented government with diligence, integrity, high-efficiency and impartiality. We will proactively promote economic diversification, bolster the development of Macao as a world center of tourism and leisure, create better development and employment opportunities for the people of Macao. We will exercise people-centered governance to ensure and improve people’s wellbeing and pragmatically solve people’s real-life problems. We are determined to build a harmonious, diversified and inclusive society for all ethnic groups. We will continue to consolidate our role as “One Base” and strengthen the building of “One Platform”, create a high-quality open platform and proactively involve in the integration of the country’s development paradigm. In the construction of the In-depth Cooperation Zone, we will strictly implement President Xi’s important directives. We will always bear in mind that the original intention to develop Hengqin is for the benefit of Macao’s appropriate economic diversification and we will continue to focus on the “Three Criteria” as we evaluate the development results of the In-depth Cooperation Zone. We will make better achievements in the implementation of innovative policies and integration of regulations, bolster advancements in the development of industries and building of foundations, and expedite a new stage of Macao-Hengqin integration in the areas of systems, mechanisms, policies and others. Dear fellow residents, friends, The development of Macao is inevitably linked to the collective efforts and contributions made by each and every citizen. In the Year of the Snake, let us join hands and forge ahead with solidarity; let us contribute our wisdom and strength for the development of Macao. Array of intriguing activities to be held in the six historic districts to celebrate the Chinese New Year
With the aim of adopting the “1+4” appropriate economic diversification strategy and actively promoting the development of Macao as “a base for exchange and cooperation where Chinese culture is the mainstream and diverse cultures coexist”, the Macao SAR Government’s working group and the six integrated resort enterprises are continuously promoting the revitalization of Macao’s historic districts. During the occasion of the celebration of the Lunar New Year of the Snake, an array of intriguing activities will be held at the Lai Chi Vun Shipyards, the Mount Fortress Garden, the Barra Zone around the D. Carlos I dock, the Former Iec Long Firecracker Factory, the Taipa Houses, the Avenida de Almeida Ribeiro area and the Pedestrian Zone of Rua da Felicidade, celebrating the Spring Festival with residents and tourists and creating a vigorous atmosphere in the new year. Galaxy Entertainment Group presents “Spring Market” at Lai Chi Vun Shipyards From 18 to 26 January (Saturdays and Sundays) and from 31 January to 2 February, the Galaxy Entertainment Group hosts the “Lai Chi Vun Shipyards Spring Market” at the Lai Chi Vun Shipyards X11-X15, featuring over 15 cultural and creative booths from local small and medium-sized enterprises, offering a selection of Chinese New Year souvenirs with local characteristics for residents and tourists. Game booths and a photo area with festive installations are set up. Other exciting activities are held in the afternoon, including live music performances to liven up the festive atmosphere as well as festive craft workshops for families and crafts enthusiasts to participate. In addition, from 31 January to 2 February, there will be a God of Wealth Parade and distribution of fortune gift bags. During the event, the Galaxy Entertainment Group will provide free shuttle bus services between the Diamond Lobby at Galaxy MacauTM and the Lai Chi Vun Shipyards, facilitating the travel of residents and tourists. Melco Resorts & Entertainment to present “Blessed Mount Fortress” From 29 January to 12 February, Melco Resorts & Entertainment will host the cultural and artistic event “Blessed Mount Fortress” at the Mount Fortress Garden. An array of cultural and artistic activities including photography services for participants to dress in traditional costumes, workshops on Tang Dynasty attire and makeup, a lucky lantern wall, interactive fortune-telling experience at the Fortress, as well as the Chinese New Year installation in conjunction with the Macao Museum’s exhibition “Edification of the Masses - An Exhibition of Cultural Treasures from the ZHOU • QIN • HAN • TANG Dynasties”, will be presented, allowing residents and tourists to experience the charm of traditional Chinese culture in an interesting manner. The event will also feature a Chinese New Year food market, New Year performances by the Macao Youth Chinese Orchestra, live bands performing festive music, as well as the God of Wealth giving blessings, welcoming the New Year with prosperity and joy. MGM sets up the “Barra Lucky Blessing Market” in the Barra District From 24 January to 25 February, MGM presents the “Barra Lucky Blessing Market” in the Barra Zone around the D. Carlos I dock, featuring a series of diverse activities that interweave arts and life, including creative workshops for New Year prints from Prince Kung’s Palace Museum, exclusive collaborations and exhibitions by Japanese illustrator Shinri Murakami, popular music performances from across Hong Kong, Macao, Taiwan and Mainland China, a chic market of trendy goods, local specialties from the Barra Kitchen, a pop-up café by Bookand, the Exhibition “cAITM: Soul Scan” and the Mastermind behind “Macau 2049”, creating a lively atmosphere for the New Year. Sands China presents the “Philip Colbert’s Macao Art Tour” in old Taipa From 15 January to 16 March, Sands China presents the “Philip Colbert’s Macao Art Tour” at the Former Iec Long Firecracker Factory and at the Taipa Houses, featuring a total of seven themed art sculptures. Amongst them, two giant sculptures the “Lobster Firecracker” and the “Lobster Cockerel”, dedicated to the theme and characteristics of Former Iec Long Firecracker Factory and Taipa Houses, were meticulously created by contemporary pop artist Philip Colbert. During the event, the parks will be decorated with the artist’s iconic lobster elements and festive activities. Residents and tourists are welcome to stroll through the old downtown of Taipa and explore the footprints of the “Lobster King”. SJM Resorts, S.A. to liven up the atmosphere in the Avenida de Almeida Ribeiro with “Unfold a New Year of Excitement” From 29 January to 12 February, SJM Resorts will host a series of exciting activities in the Avenida de Almeida Ribeiro area, including street performances at the Hong Kung Temple Square and workshops on Chinese New Year couplets and canvas bag painting, to be held on designated dates in collaboration with the Macau Youth Art Association, allowing the public to experience the joy of the festival. In addition, the revitalised heritage building “Kam Pek Market” gathers various local small and medium-sized restaurants, housing eight restaurants which opened previously on the ground floor and more restaurants on the first floor which were in operation on 25 January, serving a variety of specialties from China, Portugal, Japan, Thailand and Taiwan. During the festival, there will be music performances and Lunar New Year couplet writing. The exterior wall of the building will be decorated with Chinese New Year lanterns, injecting more vitality and charm into the Avenida de Almeida Ribeiro area, showcasing the area’s unique festive atmosphere. Wynn Macau offers a “Chinese New Year Market” in the Pedestrian Zone of Rua da Felicidade From 31 January to 4 February, Wynn Macau will organize a Chinese New Year Market in the Pedestrian Zone of Rua da Felicidade, featuring cultural and creative stalls and offering signature beverages. Customers who spend a designated amount at the stalls of local small and medium-sized business in the Pedestrian Zone will have a chance to participate in the games and receive exclusive Chinese New Year gift bags. A series of performances and activities will be held at the venue, including the Lunar New Year balloon twisting, street performances and flash mob shows. The “God of Wealth” will be present to give blessings with luck and prosperity to the public. During the Lunar New Year period, festive installations and decorations will be set up in the Rua da Felicidade, creating a strong festive atmosphere. CE urges local Portuguese- and English-language news media to continue role of international communication
The local Portuguese- and English-language news media are one important embodiment of Macao’s multiculturalism and they should continue to function as a bridge for international communication in addition to their role as a watchdog on governance matters. This is according to the Chief Executive, Mr Sam Hou Fai, who hosted a dinner reception this evening for representatives of local Portuguese- and English-language news outlets. He acknowledged their contributions to Macao’s role as a platform for cooperation between China and Portuguese-speaking countries, and as a platform for the country’s high-level opening up. In his speech, Mr Sam said the people of Macao were privileged to witness the visit of President Xi Jinping in late December. President Xi’s visit to the city fully demonstrated his deep affection and profound care for Macao, and gave strong encouragement for, and showed confidence in, Macao’s future development. The Chief Executive commended the local Portuguese- and English-language media for being significant sources of information for the Portuguese- and English-speaking communities at home and abroad. He noted that the local Portuguese- and English-language media have – by sharing real-life stories and developments in Macao – presented to a global audience first-hand information regarding the successful practise of the “One country, two systems” principle in Macao. They have also showcased to the world that the “One country, two systems” principle has enabled Macao to achieve gains in terms of a “peaceful, inclusive, open, and sharing” living environment. Portuguese- and English-speaking journalists in Macao have maintained professional integrity, cared about social welfare, monitored governmental work, and actively voiced the concerns of the foreign-language local communities. Portuguese- and English-language media are a significant channel for the Government to understand public sentiment, according to Mr Sam. He told the gathering that the sixth-term Government has had a good start, with all departments and sectors of the Government operating in an orderly manner. He said his administration would press ahead with appropriate economic diversification; enhance governance efficiency; build a higher-level platform for the country’s opening up; and maintain social harmony and stability, while bearing in mind President’s Xi’s important speeches. The Chief Executive also pledged to strive to resolve long-standing social issues; ensure the improvement of people’s livelihoods; and enable Macao to move forward steadily on the solid foundation of the “One country, two systems” principle. The aim is to realise the four visions of “Law-based Macao”, “Vibrant Macao”, “Cultural Macao”, and “Blissful Macao”. Meanwhile, he urged the local Portuguese- and English-language media to continue to develop, and – together with the Government – continuously promote Macao’s internationalisation, and the city’s global influence and attractiveness. He also urged these news outlets to spread worldwide “Macao experiences” and “Chinese wisdom” through their professional reporting, eliminating misunderstandings, and making Macao an important window of exchanges between the Chinese and Western civilisations. In concluding his remarks, Mr Sam reaffirmed that press freedom is fully guaranteed by Macao’s Basic Law and the Press Law. He said the Government would continue to support the media in better performing their duties, in assisting them in conducting interviews, and in gaining access to information.

CE stresses full and accurate implementation of ‘One country, two systems’
The sixth-term Government of the Macao Special Administrative Region (MSAR) will build upon the achievements and experiences of previous-term Governments and, hand-in-hand with all sectors of society, will carry forward the spirit of the important speeches and instructions given by President Xi Jinping during his inspection of Macao. The Chief Executive, Mr Sam Hou Fai, today made the remarks at the 2025 Spring Festival reception hosted by the Liaison Office of the Central People's Government in the MSAR. In the new year, the Government would be committed fully, accurately, and unswervingly, to implementing the “One country, two systems” principle; to enforcing firmly the Central Government's overall jurisdiction over the MSAR; to safeguarding always the country’s sovereignty, security, and development interests; and to safeguarding national security and Macao’s stability. Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, Mr Ho Hau Wah; Deputy Director of the State Council’s Hong Kong and Macao Affairs Office, and Director of the Liaison Office of the Central People’s Government in the MSAR, Mr Zheng Xincong; former Chief Executives of the MSAR, Mr Chui Sai On and Mr Ho Iat Seng; the Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in the MSAR, Mr Liu Xianfa; the Commander of the People’s Liberation Army (PLA) Macao Garrison, Mr Yu Changjiang; and around 1,200 guests attended the Spring Festival reception. In his speech at the event, Mr Sam said 2024 was a remarkable year in Macao’s history. President Xi had outlined “Three Expectations” and “Four Aspirations” and a series of instructions during his visit to Macao in December. They had provided a high-level perspective that clearly indicated the direction for Macao’s future development and the implementation of the “One country, two systems” principle. The Chief Executive said that, over the past 25 years, the practising of “One country, two systems” with Macao characteristics had achieved remarkable and widely-recognised success, demonstrating to all its vitality and unique appeal. These achievements were a source of confidence and of high hopes for future development. At today’s occasion, Mr Sam took the opportunity, on behalf of the MSAR Government, to extend heartfelt thanks to the Central Government and all its Macao-based institutions, sister provinces and cities across the mainland, all Macao residents, and friends at home and abroad, for their interest and support regarding the development and advancement of the MSAR. In 2024, the motherland had steadily advanced high-quality development; focused on enhancing new quality productive forces; continuously deepened reform and opening up; effectively safeguarded people's livelihoods; successfully convened the third plenary session of the 20th Central Committee of the Communist Party of China; grandly held a series of major celebratory events; smoothly accomplished the main tasks and objectives of economic and social development; and successfully taken solid steps towards a new era in the Chinese path to modernisation. The prosperity and development of the motherland had provided precious opportunities and vast horizons for the people of Macao, said Mr Sam. The great motherland has always been the strongest support and greatest source of confidence for Macao's long-term prosperity and stability, he added. The MSAR Government would adhere to the governance philosophy of “Striving Together, Upholding Integrity and Innovation”, advocating unity, valuing consultation, vigorously reforming and actively serving, to push forward for appropriate economic diversification, enhance coordination, boldly reform and innovate, and strive for new substantial progress in the construction of the Guangdong-Macao Intensive Cooperation Zone in Hengqin. Mr Sam said the Government would advance public administrative reform, while pressing ahead with projects relating to people’s welfare; and would support the younger generation in pursuing and achieving their dreams. The Government would dedicate further effort to build Macao into a significant bridgehead for the country's high-level opening to the outside world, and as an important window for exchange and mutual learning among the Chinese civilisation and the Western one. The Government would join hands to polish further Macao’s “golden business card” as an international metropolis; actively create a high-level environment for the gathering of international high-end talent; display greater activity on the international stage; and would better integrate into, and serve, the country's overall development. At present and for some time to come, opportunities and challenges are intertwined, said Mr Sam. He called for unity to serve Macao and the country; realise the visions of “Law-based Macao”, “Vibrant Macao”, “Cultural Macao”, and “Blissful Macao”; pioneer new situations of high-quality development under the “One country, two systems” principle; and make new and greater contributions to the great cause of national rejuvenation and the promotion of the Chinese path to modernisation on all fronts.

MGTO continuously deepens “tourism +” integration and advances diverse tourism strengths with travel trade
Capitalizing on the city’s competitive strengths and the series of favorable measures implemented by the Central Government for Macao, along with the concerted effort in the society, Macao’s tourism industry continues to fare well. In 2024, Macao registered over 34.90 million visitor arrivals (34,928,650), which surged year on year by 23.8% and reached 88.6% of the pre-pandemic 2019 levels. The volume of international visitors rose year on year by 66.0% to 2.42 million (2,423,093), which reached 79% of the pre-pandemic 2019 levels. The average occupancy rate of hotel establishments increased by 4.9 percentage points to 86.4%. The average occupancy rate of five-star hotels (88.6%), four-star hotels (82.3%) and three-star hotels (83.8%) saw a rise of 6.1, 3.1 and 3 percentage points respectively. The number of overnight hotel guests climbed up year on year by 6.4% to 14.433 million. The number of international guests (1.108 million) surged by 57.4%.. The average length of hotel guests’ stay stood at 1.7 nights. Active marketing endeavors online and offline last year In parallel with the “1 + 4” development strategy for economic diversification, MGTO strives to deepen “tourism +” integration and foster the diverse and sustainable tourism development in Macao. 2024 marked the 75th anniversary of the People’s Republic of China and the 25th anniversary of the establishment of the Macao SAR. The Office successfully organized a series of major events and launched a variety of online and offline promotional initiatives and special offers, to attract visitors from worldwide to Macao. In accordance with the favorable measures rolled out by the Central Government for Macao last year, MGTO made active progress in different projects to secure the Greater China market and expand international markets. Last year, MGTO forged ahead with a series of marketing endeavors domestically and internationally. Targeting the Mainland market, the Office held the “Macao Week in Shaanxi•Xi’an” to showcase the city’s vibrant scene of “tourism +” and the Central Government’s favorable measures for Macao. Roadshows were staged in several cities newly incorporated into the Individual Visit Scheme (IVS) for travel to Macao. Macao was promoted on mainstream social networks in the Mainland, while special sales were launched in partnership with e-commerce platforms. MGTO continued to deepen Macao’s tourism cooperation with the Guangdong-Macao In-Depth Cooperation Zone in Hengqin and the cities of the Guangdong-Hong Kong-Macao Greater Bay Area, supporting tourism operators’ development of twin-destination, multi-destination and island tour products. MGTO also partnered with Guangdong and Hong Kong’s tourism departments to organize an overseas promotional event in Indonesia last year. Targeting international markets, the Office rolled out a number of special offers in collaboration with industry partners and organized roadshows, tourism product updates and networking sessions in several overseas markets, as well as engaged in major international travel fairs overseas. Different kinds of marketing endeavors were rolled out on different online platforms as well. MGTO is now running 28 social media accounts for destination branding among 9.23 million followers. A total of seven roadshows were held in Hong Kong and numerous international markets last year, engaging over 1.27 million spectators. Events, community projects and brand exhibition spark vitality of “tourism +” throughout the year Last year, MGTO organized various events and community projects imbued with the elements of double celebrations to spark the vitality of “tourism + events”, including the “Fireworks Display in Celebration of the 25th Anniversary of the Establishment of the Macao Special Administrative Region”. The project of “Stay Chill, Play Cool – Macao!” also set up large-scale IP installations successively at different locations in the northern and central districts as new spots for check-in on social media. Through the Financial Support Program, the Office continued to encourage community organizations to organize a diversity of tourism activities in communities monthly. 41 activities were subsidized in 2024 and engaged over 1.34 million participants and more than 2,100 directly-participating businesses, up to 15 January. The above measures created a considerable impact in bringing visitors into communities and boosting community spending and tourism. Last year, the Office staged the “International Cities of Gastronomy Fest, Macao” for the first time. The event welcomed representatives from 29 UNESCO Creative Cities of Gastronomy from 18 countries across the six continents. The participants represented over half of all the Creative Cities of Gastronomy around the globe, enriching the event with the diverse colors of “tourism + gastronomy”. The ten-day event engaged about 107,000 participants while the total volume of impressions exceeded 28.40 million on MGTO’s social media accounts. On the other hand, the Macao Grand Prix Museum attracted over 156,000 museum visitors in 2024 and manifested the charm of “tourism + sports”. Last year, the Museum partnered with LEGO® HK for the first time to present a special exhibition. LEGO® Certified Professional Andy Hung specially designed and built a LEGO® model of Formula 3 race car at the scale of 1:1 as a new regular exhibit. In addition, the Museum introduced new exhibits including a Lynk & Co 03 TCR race car, which was once driven on the Guia Circuit, and the new item named “Enter the World of Racing”. A new mega LED screen wall and interactive multimedia games were installed as well to enrich the collection of exhibits. The third short film entitled “Macau Races On” was also released at the Museum, to preserve and promote the motorsport culture. Last year, MGTO held the first interdepartmental meeting about educational tour development in Macao, to discuss the challenges of Macao’s development into an educational travel destination with the travel trade. “A Museum Journey: Macao and China Cultural Exchange Meeting”, “Travel & Learn” Itinerary Planning Competition and the Macao Educational Tourism Presentation Seminar for the Travel Trade were held to pave the way for educational tourism development in Macao in various aspects. Furthermore, 90 Hong Kong students were invited to participate in an educational group tour named “Macau Unlocked: A Journey of Discovery for Students 2023 – 2024”, to foster the development of “tourism + education”. Promote quality tourism Smart tourism service eases travel experience MGTO is dedicated to enhancing tourism service quality in the industry. In 2024, the Office organized a total of 50 offline training sessions which engaged 4,427 participants, as well as six new online courses that garnered 139,820 views. The Quality Tourism Services Accreditation Scheme went on continuously and awarded an all-time high of 390 accredited merchants. Under the umbrella of the Macao Courtesy Campaign, the Office launched new learning videos, pertinent training opportunities and a short video contest among other initiatives, to keep promoting the importance of warm hospitality delivered by the destination. Macau Tourism AI Chatbot was launched last year. Equipped with different language options including Traditional and Simplified Chinese, English, Korean, Thai and more, the service can answer users’ written questions related to Macao travel information. In the future, the service will be expanded to support use in different languages and promote application of “tourism + technology”. In 2024, MGTO conducted 2,742 inspections on tourism professions and business establishments, and 1,615 inspections at ports of entry and tourist attractions. For measures against the provision of illegal accommodation, the Office carried out 493 apartment inspections and sealed 186 apartments, in addition to 253 joint actions with the interdepartmental task force. To crack down on illegal tour guiding, the Office conducted patrols with Public Security Police Force and made official statements against 17 unlicensed tour guides. The Office also maintained close communication with the Mainland tourism department for timely report of irregularities. Begin second-phase review study on Macao Tourism Industry Development Master Plan Last year, MGTO commissioned a research entity to conduct the second-phase review study on the implementation progress of the Macao Tourism Industry Development Master Plan, which includes an analysis of the current tourism situation and trends in Macao after the pandemic, as well as a review of the progress of the action plans between 2021 and 2024. The study aims to lead to timely adjustments and planning regarding the latest tourism landscape. Looking forward in 2025, MGTO will continue to work on different tasks vigorously, unfold a string of online and offline promotions near and far, organize different events and activities, invigorate community tourism, as well as propel Macao’s growth as a Creative City of Gastronomy. In addition, training opportunities will be continuously provided for members of the travel trade while inspections will be conducted, to enhance the quality of travel experience. Subsequent work will be made to follow up with the second-phase review study on the implementation progress of the Macao Tourism Industry Development Master Plan. The endeavors aim to deepen integration across the sectors of “tourism +”, reinforce the contribution of the Greater China market and keep expanding international markets, to enrich Macao’s offerings as a world centre of tourism and leisure and brighten the city’s golden calling card as an international metropolis, in line with the strategic planning for adequate economic diversification.

The Chief Executive, Mr Sam Hou Fai, today called on local Chinese-language media in Macao to utilise further their credibility and influence to promote to the global community the significant achievements of Macao’s successful practise of the “One country, two systems” principle, and its inherent values of peace, inclusiveness, openness, and sharing. Speaking at a dinner reception with representatives of Chinese-language local news organisations, Mr Sam said he hoped the local media would share with the world the compelling stories concerning China and Macao, and show to outsiders that the “One country, two systems” principle is viable and achievable as a framework, and can bring substantial benefits to humanity. In his speech, Mr Sam pointed out that the past year marked the 75th anniversary of the founding of the People's Republic of China, as well as the 25th anniversary of Macao's return to the motherland. President Xi Jinping’s presence in Macao to attend the celebration of the 25th anniversary of Macao’s return to the motherland and the inauguration ceremony of the sixth-term Government of the Macao Special Administrative Region (MSAR), and his inspection of the MSAR, demonstrated President Xi’s deep affection and care for Macao, as well as his constant concern for the well-being of local residents. President Xi described Macao as a pearl in the palm of the motherland, saying Macao’s development and the well-being of Macao residents have always been in his mind, noted Mr Sam. President Xi’s remarks made Macao people feel warmth, and gave an immense sense of encouragement, said the Chief Executive. Over the past 25 years, the motherland has remained the most solid support for Macao’s prosperity and stability, consistently providing Macao with the greatest opportunities for development, stated Mr Sam. The media are a crucial observer, participant, and communicator of the MSAR’s development, said Mr Sam. They have been attentive to, and followed up on, the various activities and work of the MSAR Government. They have disseminated information extensively in diversified formats through various platforms, assisting the MSAR Government in its communication efforts. On behalf of the MSAR Government, Mr Sam expressed sincere gratitude to the media. The Chief Executive said the media serve as a bridge between the Government and the public, playing crucial roles in overseeing the Government’s administration, reflecting public demands, distinguishing right from wrong, cultivating social consensus, and promoting social harmony and stability. Through their accurate and timely reporting, the media reflect public sentiment, making governance more in line with the thoughts and aspirations of the Macao public. This, in turn, fosters better understanding and support among the public regarding the Government’s work, and promotes a healthy interaction between the Government and the public. The MSAR Government looked forward to working hand in hand with the media, with each party fulfilling their own responsibilities and duties diligently, in order to perform their roles effectively, said Mr Sam. Press freedom is fully guaranteed under the MSAR Basic Law and the Press Law, noted the Chief Executive. The MSAR Government will, as always, adhere to law-based governance, supporting the media in enhancing their professional standards and innovating in terms of their skills. The Government will also enhance coordination and communication between departments and the media, actively providing news information, and offering more assistance for interviews and reporting, he added. The Chief Executive additionally noted that the sixth-term MSAR Government has been in office for 26 days, and that all departments have been advancing various tasks, following a promising start. During the course of this new year, the Government would bear in mind the series of important speeches and instructions made by President Xi during his inspection of Macao; adhere to the philosophy of “Striving Together, Upholding Integrity and Innovation”; better leverage the advantages of the “One country, two systems” principle; promote appropriate economic diversification; improve administrative efficiency; and build higher-level platforms for opening up to the world, as well as maintaining social harmony and stability. Further efforts would be dedicated to addressing long-standing issues in society, ensuring the improvement of the livelihoods of Macao residents, and ensuring that Macao advances steadily on the solid foundation of “One country, two systems”. The Government is committed to realising the four visions of “Law-based Macao”, “Vibrant Macao”, “Cultural Macao”, and “Blissful Macao”, and will not disappoint in relation to President Xi's care and high expectations for the MSAR, said Mr Sam.

President Xi’s important speeches pave new path for Guangdong-Macao cooperation
Guangdong-Macao cooperation will proceed from the overall national development strategy, while leveraging the advantages of the “One country, two systems” principle, and will integrate the quality resources of Guangdong and Macao at a deeper level, ensuring fruitful cooperation as a result. The Guangdong-Macao Cooperation Joint Conference 2025 was held today in Guangzhou, Guangdong Province, and was co-chaired by the Chief Executive of the Macao Special Administrative Region (MSAR), Mr Sam Hou Fai, and the Governor of Guangdong Province, Mr Wang Weizhong. This year’s meeting was themed around: studying and implementing the important speeches and instructions of President Xi Jinping; pragmatically promoting multi-field cooperation between Guangdong and Macao; and comprehensively advancing the construction of the Guangdong-Hong Kong-Macao Greater Bay Area in its new phase. Also taking part in the meeting were: Deputy Director of the Hong Kong and Macao Work Office of the Communist Party of China (CPC) Central Committee, Deputy Director of the State Council’s Hong Kong and Macao Affairs Office, and Director of the Liaison Office of the Central People’s Government in the MSAR, Mr Zheng Xincong; and Deputy Director of the Third Bureau of the Hong Kong and Macao Work Office of the CPC Central Committee and of the State Council's Hong Kong and Macao Affairs Office, Mr Wang Jinyu. At the meeting, the representatives of Guangdong and Macao affirmed that significant phased achievements have been made in the construction of the Guangdong-Macao Intensive Cooperation Zone in Hengqin, and that the development work of the Greater Bay Area is being steadily advanced, all under the joint efforts of the governments of Guangdong and of Macao. Mr Sam shared two points regarding his understanding of President Xi’s series of important speeches. The first was that Guangdong-Macao cooperation has, over the 25 years since Macao’s return to the motherland, significantly contributed to the successful practise of the “One country, two systems” principle in Macao. Guangdong Province had provided substantial support and assistance to Macao in areas such as ensuring supply of food to the city, as well as secure supplies of water and electricity. Guangdong had also helped Macao to enhance the convenience of customs clearance procedures, promote cross-boundary trade settlement in renminbi, and foster industrial integration, enabling Macao to press ahead with its appropriate economic diversification effort. Macao's development is inseparable from the close care and guidance shown to the MSAR by the Central Government, as well as the strong support from the mainland’s provinces and cities, particularly Guangdong Province. The second point shared by Mr Sam was the need to study and implement President Xi's series of important speeches for enhancing Guangdong-Macao cooperation. The spirit of President Xi's series of important speeches has established a new orientation and beacon for Guangdong and Macao. Building upon available foundations of cooperation, the two sides should strive to elevate to a new level pragmatic cooperation in multiple fields, jointly making a greater contribution toward building a great country and to the great rejuvenation of the Chinese nation. Governor Wang said the General Secretary of the CPC Central Committee and President, Mr Xi, had inspected Macao, Guangdong, and the Cooperation Zone in Hengqin on the 25th anniversary of Macao’s return to the motherland – a significant time in history – and made a series of important speeches and given instructions, paving the way for a new high-quality development phase of the “One country, two systems” principle. General Secretary Xi also provided a clear direction for supporting Macao's integration into the national development plan, and outlined the blueprint for greater cooperation between Guangdong and Macao. Guangdong would earnestly study and implement the spirit of General Secretary Xi's important speeches and directives, and would comprehensively and steadfastly adhere to the “One country, two systems” principle. It would also continue to deepen Guangdong-Macao cooperation, jointly promote the construction of the Greater Bay Area, and fully support Macao in maintaining its long-term prosperity and stability, and its better integration into the national development plan. Governor Wang said Guangdong and Macao should bear in mind that the original intention of developing Hengqin was for the appropriate diversification of Macao’s economy. The “Macao + Hengqin” new positioning would be significant in the second phase of development of the Cooperation Zone. It was necessary to strengthen regulatory and institutional alignment, optimise the “Northbound Travel for Macao Vehicles” policy, promote mutual connectivity in financial markets, enhance cooperation in legal affairs, and jointly build the Greater Bay Area into a high-level talent hub. Mr Wang said it was necessary to leverage respective unique advantages, leading the development of new productive forces in the Greater Bay Area. This was in terms of technological innovation cooperation, and by continuously enhancing and deepening cooperation in areas such as cultural affairs, tourism, investment, trade, exhibitions, sports, traditional Chinese medicine, and social affairs. He said there should be effort to: elevate the level of administrative service cooperation; improve cross-boundary medical cooperation mechanisms; support youth exchanges and interactions between Guangdong and Macao; jointly strengthen ecological and environmental protection; and continuously enhance the well-being of the people in the two places. Speaking in the meeting, Director Zheng stated that the Guangdong-Macao Cooperation Joint Conference 2025, held at such a crucial time, was a concrete measure taken by both parties to implement General Secretary Xi's series of important speeches. The meeting carried great significance in terms of a specific deployment by Guangdong and Macao of measures to join hands and advance together courageously to shoulder the significant mission of serving the country. The meeting also carried great significance in terms of a systematic promotion of the way the two parties complement each other's advantages in pursuit of high-quality development. The Liaison Office would earnestly implement the spirit of the series of important speeches made by General Secretary Xi. It would actively play a role in liaison and coordination, providing comprehensive services to deepen Guangdong-Macao cooperation. The office would support the high-quality cooperative development of the two places, making further contributions as a whole to the Greater Bay Area, to the building of a great country, and to the great rejuvenation of the Chinese nation. During the meeting, representatives from Guangdong and Macao had in-depth discussions on several key topics, including: focusing on the new positioning of “Macao + Hengqin”; deepening Guangdong-Macao science and technology cooperation; strengthening ‘soft’ connectivity between Guangdong and Macao; collaborating to build a high-level talent hub; advancing legal framework development in the Greater Bay Area; and deepening healthcare cooperation. During the Guangdong-Macao Cooperation Joint Conference 2025, the Chief Executive, Mr Sam, and the Governor of Guangdong, Mr Wang, witnessed the signing of five agreements. They were: the legal cooperation arrangement between the Department of Justice of Guangdong Province and the Secretariat for Administration and Justice of the MSAR Government; the memorandum between administrative departments of Zhuhai and Macao regarding “hospital to hospital” point-to-point cross-boundary transfer; the cooperation memorandum between the Market Supervision Administration of Guangdong Province and the Legal Affairs Bureau of the MSAR Government; the cooperation memorandum between Gongbei Customs and the Municipal Affairs Bureau of the MSAR Government on the inspection and quarantine supervision of imported foreign fruits; and the cooperation agreement between the Market Supervision Administration of Guangdong Province and the Commerce and Investment Promotion Institute of the MSAR Government. CE expresses sorrow regarding those affected by Tibet earthquake
The Chief Executive, Mr Sam Hou Fai, today sent a letter to the Tibet authorities expressing his profound sorrow regarding those affected by the earthquake that occurred in Tibet Autonomous Region’s city of Xigaze, Dingri county, in the morning. In the letter to the Secretary of the Tibet Autonomous Regional Committee of the Communist Party of China (CPC), Mr Wang Junzheng, and the Acting Chairman of the Tibet Autonomous Region, Mr Karma Tsedan, Mr Sam noted the 6.8-magnitude earthquake had caused serious casualties among local people and property damage. On behalf of the Macao Special Administrative Region (MSAR) Government and all Macao residents, Mr Sam solemnly expressed mourning for those fatally injured and deepest condolences to their families, along with Macao’s thoughts for those injured in the disaster. Following the earthquake, the General Secretary of the CPC Central Committee and President of the People's Republic of China, Mr Xi Jinping, indicated he attached great importance to the matter and issued crucial directives. Premier of the State Council, Mr Li Qiang, gave related instructions, and Vice Premier Mr Zhang Guoqing led a team to the affected area to guide the rescue operations. The Tibet Autonomous Region has mobilised all-out relief efforts. Under the leadership of the Central Government, with the unity and cooperation of local officials and the public, the affected areas will overcome this adversity, said Mr Sam’s letter. The people of Macao are paying close attention to the situation in the disaster area, and are willing to work together with the people on the mainland to help those affected overcome this natural disaster, offering the necessary support to back all rescue operations, he added. The Chief Executive expressed his best wishes for the smooth progress of the rescue efforts, and hoped that the lives of the people in the earthquake-hit area will soon return to normal.

IAM sets up mobile stations for processing dog license application and renewal and adds adoption enquiry service
To provide convenience for owners to process services for application and renewal of dog licenses and rabies vaccination, the Municipal Affairs Bureau (IAM) will set up “Mobile Service Stations for Dog License Application and Renewal” in various districts in Macao between 4 January and 15 February 2025. A new booth for pet adoption enquiry is also added at the stations to continuously promote adoption instead of purchase. Fulfilment of legal obligations of pet owners In accordance with “Animal Protection Law”, owners of dogs aged 3 months or above which are not racing animals are required to obtain a license issued by IAM. The valid period of the license is 3 years and owners should apply for renewal within 60 days before the expiry of the valid period of the license. Otherwise, the license expires once the valid period ends. In addition, owners should vaccinate their dogs against rabies at regular intervals. Furthermore, to encourage and promote pet neutering, owners of all dogs which have completed neutering procedure can apply for license registration and renewal at a discounted price after verification and confirmation by veterinarian surgeons of the Municipal Kennel and update of information. Online processing of dog license renewal In addition to the mentioned mobile service stations, the online services for dog licenses of IAM have been integrated into the service platforms of “Macao One Account” and “Business & Associations Platform”. License holders can access services such as enquiries concerning information about their licenses, immediate online processing of license renewal, change of personal information and bookings for vaccination against rabies by logging in to their accounts on the mentioned platforms and entering the “Dog License” service page. IAM urges license holders to update their personal information regularly to receive reminders and information relevant to dog licenses.

CE calls for effort to speed up development of Cooperation Zone in Hengqin
The Chief Executive, Mr Sam Hou Fai, today called for concerted steps to advance reforms, while also taking bold steps to innovate in terms of policies for the Guangdong-Macao Intensive Cooperation Zone in Hengqin, Mr Sam made the remarks in a meeting in Hengqin with the Cooperation Zone’s Administrative Committee and its Executive Committee, during his inspection tour to the Cooperation Zone. In the morning, Mr Sam inspected the “Music on TM River” exhibition hall. Subsequently, he headed to the Macao New Neighbourhood project to see respectively: the 24-hour self-service centre for Macao government affairs; a showhome; a health station; and Hengqin School Affiliated to Hou Kong Middle School. This was in order to obtain detailed understanding of the living conditions and residential environment in the Macao New Neighbourhood, as well as the extension to Hengqin of Macao’s governmental services, community healthcare, and educational services. While in Hengqin, Mr Sam also visited the Traditional Chinese Medicine Science and Technology Industrial Park of Cooperation between Guangdong and Macao. There, he went to the exhibition centre of the Chinese medicine science and creativity museum, met representatives of enterprises based at the park, and received a briefing about the park’s overall planning and operational development, as well about the situation of companies moving into the park. After completing his site visits, Mr Sam held a meeting with members of the Cooperation Zone’s Executive Committee and leading officials of its subordinate departments, to understand the overall development in the three years since the establishment of the Cooperation Zone. Speaking in the meeting, Mr Sam quoted President Xi Jinping’s important speech delivered at the celebration of the 25th anniversary of Macao’s return to the motherland, and the inauguration ceremony of the sixth term Macao Special Administrative Region (MSAR) Government. President Xi’s speech had outlined “Four Expectations” regarding the new-term MSAR Government. The first point laid out by President Xi was to endeavour to promote appropriate economic diversification, said Mr Sam. It included effort to: promote the high-level coordination and deep alignment of rules between the Cooperation Zone and Macao; ensure smooth cross-boundary flow of various elements; and to target key areas, promoting the development of distinctive industries at scale, and creating a series of landmark and impactful projects and programmes. The Central Government’s decision to develop Hengqin was aimed at promoting appropriate economic diversification for Macao, and to facilitate matters regarding the livelihoods and employment of Macao residents. As such, Mr Sam asked that the Cooperation Zone team further expedite work for the construction of the Cooperation Zone, selecting key industries in the Cooperation Zone to set up pilot projects, on the basis of ensuring national sovereignty, security, and development interests, and in line with the fundamental and constitutional principles of the mainland. The Chief Executive noted there were a number of differences in terms of institutions, laws, regulations, and preferential policies between the Cooperation Zone and Macao. There should be further effort to complement the two sides’ strengths under the framework of a “Mutual Discussion, Joint Construction, Joint Administration and Shared Benefits” principle. In addition, Mr Sam stressed the need to strengthen the training of civil servants so that they had a deep understanding of the regulations of both sides. The MSAR Government would delegate a greater number of Macao civil servants to the Cooperation Zone, to participate in the relevant work of the Executive Committee, so as to strengthen integrated development between Macao and Hengqin. Accompanying the Chief Executive on his visit were: the Secretary for Administration and Justice, Mr Cheong Weng Chon; the Secretary for Economy and Finance, Mr Tai Kin Ip; and the Director of the Policy Research and Regional Development Bureau, Mr Cheong Chok Man.
