Annex to Macao’s Five-Year Development Plan announced, on MSAR’s participation in Greater Bay Area construction

Along with the earlier promulgation of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, the MSAR Government is committed to further aligning with the national master plan, and has therefore decided to formulate an annex to Macao’s Five-year Development Plan, based on its first such plan.

The annex, titled “The Macao Special Administrative Region’s Participation in the Construction of the Guangdong-Hong Kong-Macao Greater Bay Area”, is officially announced today (6 June). 

The Guangdong-Hong Kong-Macao Greater Bay Area, a national strategy with the personal involvement of President Xi Jinping in planning, deployment and implementation, fully demonstrates the Central People’s Government’s strong concern and care regarding cooperation between Guangdong, Hong Kong and Macao. In August last year, the Central People’s Government established the Leading Group for Development of Guangdong-Hong Kong-Macao Greater Bay Area, with the Chief Executive of the MSAR as one of its members. The MSAR Government then set up its Working Committee for the Construction of Guangdong-Hong Kong-Macao Greater Bay Area, in November, which oversees participation in construction of the Greater Bay Area, and facilitates development of related systems and mechanisms.

The MSAR is determined to follow the unified deployment of the Central People’s Government, elevating its active engagement in the Greater Bay Area construction to a well-planned and comprehensive policy level. According to the country's needs, Macao will fully leverage Macao’s unique advantages, deeply integrate Macao’s five-year development plan into the construction of the Greater Bay Area, align with the national master plan, and refine in detail the policy administration.

This annex follows the basic principles set for Macao’s five-year development plan, combines with the eight major development strategies, and closely adheres to the direction of the Government’s annual policy address. Containing more than 11,000 words, the annex composes an introduction, and four parts: 1. Perfect the coordination mechanism; 2. Improve overall living standards; 3. Jointly boost economic development; and 4. Collaborate to promote sound social governance.

The annex also has 14 special sections covering MSAR’s major duties for participating in various aspects of Greater Bay Area construction: construction of quality cities in the Greater Bay Area; fostering the development of education; facilitating innovation and entrepreneurship by and employment of young people in the Greater Bay Area; facilitating technological innovation in the Greater Bay Area; promoting interconnectivity of border crossing infrastructure; constructing green livable cities; establishing a base for cultural exchanges and cooperation; expediting the development of cities with more favourable conditions for travel and entertainment; facilitating Macao’s adequate economic diversification; assisting SMEs to explore markets and develop businesses; enabling local residents to work in the Greater Bay Area; participating and engaging in the “Belt and Road” initiative; fostering learning and exchanges in public governance; and enhancing exchanges and cooperation in rule of law.

Members of the public may now browse and download the electronic version of the annex of Macao’s Five-year Development Plan, titled “The Macao Special Administrative Region’s Participation in the Construction of the Guangdong-Hong Kong-Macao Greater Bay Area”, from the official websites of the Chief Executive's Office (www.gce.gov.mo) and the Committee for Development of the World Centre for Tourism and Leisure (www.cccmtl.gov.mo).
