AACM organizes air cargo and mail supply chain security policy workshop

  • The Civil Aviation Authority of Macao SAR hired an ICAO aviation security consultant to conduct a workshop in Macao from 28 May to 01 June, 2018, for reviewing the current cargo security operations in our industry in order that the consultant can make recommendations on devising the security policies for Macao’s air cargo and mail supply chain.

To cope with the new requirements of International Civil Aviation Organization (ICAO) which will be implemented in 2021 on the security of the air cargo and mail supply chain, the Civil Aviation Authority of Macao SAR (AACM) has hired an ICAO aviation security consultant to conduct a workshop in Macao for reviewing the current cargo security operations in our industry in order that the consultant can make recommendations on devising the security policies for Macao’s air cargo and mail supply chain.    

The consultant hired by AACM is the programme coordinator and the senior aviation security advisor for ICAO’s Cooperative Aviation Security Programme – Asia Pacific (CASP-AP), Mr. Kyal Barter. Kyal has previously served with the Australian government focused on transport security; he also has an aviation background including experience in the military, airborne surveillance operations, and air traffic control.  After assuming his responsibility with CASP-AP, he has lectured in a number of countries and places, including Macao, on aviation security instructor courses.

The workshop took place from 28 May to 01 June, 2018, during which Kyal has met with the representatives from the government entities and the airport operators including Macao Customs, AACM, Macao Post and Telecommunications Bureau, CAM-Macau International Airport Co. Ltd., Menzies Macau Airport Services Ltd., Air Macau and Eva Air; in addition, he has also visited the airport logistics center. Kyal’s mission was to understand the cargo import and export regulations in Macao, the cargo security challenges in Macao, the cargo and mail security operations, the airport master plan and so on. Kyal will work out a report for AACM with the information collected, which will serve as important reference for AACM to devise the future air cargo and mail supply chain security policy in order to cope with ICAO’s new requirement in 2021. 

AACM is currently a member of ICAO’s CASP-AP. The mission of this week was the technical assistance provided by the programme as part of AACM’s membership benefit.
