The “One Country, Two Systems” Research Centre of Macao Polytechnic Institute (MPI) has just published a new book, “One Country, Two Systems” Series – Public Policies in the Execution of “One Country, Two Systems” (Proceedings of the named academic conference). The book is the proceedings of the named academic conference held by the “One Country, Two Systems” Research Centre of MPI on 21 July 2020. It is a compilation of the 15 papers presented at the conference. The Macao Special Administrative Region has successfully implemented the policy of “One Country, Two Systems,” “Macao people ruling Macao,” and a high degree of autonomy for 20 years. The third ten-year development period of the Macao SAR has just started. The sudden appearance of the Covid-19 pandemic in 2020 and the complex changing situation at the international level have brought forth unprecedented tests and huge challenges to the new Macao SAR government and the Macao society. In order to promote scientific decision making in the government, precise social governance and high efficiency of public services, the “One Country, Two Systems” Research Centre of MPI held an online academic conference on the mentioned topic. A number of scholars from the Mainland China and Macao were invited to present their studies on the topics of improving public governance, optimizing civil society and ensuring harmonious development of the society, so as to enhance the long-term prosperity and stability of the Macao SAR.

The papers presented in the newly published book include: “Central-local Legislation and Governance Effectiveness under the Principle of Unitary System” by Professor Qin Aolei, an article starting from the conflicts between central and local legislation during the Covid-19 pandemic, and discussing the balance in the central-local relationship for the effective governance; “Considerations on the Cross-border Epidemic Prevention Mechanism between Macao and the Mainland under the Condition of ‘One Country, Two Systems’” by Professor Chen Xinxin, an article commenting on the establishment of the cross-border epidemic prevention mechanism which would not violate the “One Country, Two Systems” principle; “The Legal Dilemma and its Resolution upon Work Injury during the Anti-epidemic Period” by Professor Yang Jiejun, an article discussing some controversial work injury cases during the Covid-19 pandemic and the legal resolution for the legal dilemma. This book is a good academic reference for those who study the principle of “One Country, Two Systems” and public administration.
