Findings from a mid-term evaluation of Macao’s first Five-Year Development Plan (2016-2020) indicate it has attained its objectives in line with its timetable in the period 2016 to 2018.

Between 2016 and 2018 the annual execution rate regarding tasks outlined in the Five-Year Development Plan was approximately 90 percent, according to the mid-term evaluation issued today by the Government.

The results are broadly consistent with a third-party evaluation and the overall assessment of the local community.

The Five-Year Development Plan is a blueprint for the city’s social and economic development for the period 2016 to 2020. The Plan’s underlying principles are to uphold Macao’s steady progress, while prioritising improvement of people’s livelihoods and development of a diversified economy.

The Five-Year Development Plan encompasses a vision to develop Macao into a world-class centre of tourism and leisure, and a city where people can enjoy international standards in terms of living and working environment, and in terms of transportation, tourism and entertainment.

The mid-term evaluation reviews the Government’s implementation of the Plan in its first three years, i.e., 2016 to 2018, so to create better conditions to integrate into the country’s mid-term review of its 13th Five-Year Plan.

In addition to the mid-term evaluation’s preface and conclusion, the document has four chapters. They focus on: execution of major works planned for 2016 to 2018; livelihood improvement projects; commitment to economic development; and promotion of good public governance.

The mid-term evaluation reviews a number of indicators and benchmarks. They include: the extent of a rebound in the overall economy; the consistency of improvement in livelihoods; the steadiness of improvement in terms of sound public governance; the level of progress in major public construction projects; the degree of advancement of public housing policies and public housing projects; the level of coordinated development of gaming and non-gaming elements in the city’s tourism sector; the extent of the optimisation of effort to develop Macao as a world centre for tourism and leisure; the extent of implementation effort relating to optimisation of public consultation mechanisms; and the degree to which there has been gradual initiation of effort to streamline the structure of the Government and enhance policy-execution capabilities.
