CE meets Portuguese Ambassador to China to strengthen cooperation ties
The Chief Executive, Mr Ho Iat Seng, met with the Ambassador of Portugal to China, Mr Paulo Jorge Pereira do Nascimento, to discuss Macao’s platform role between China and Portuguese-speaking countries, strengthening economic and trade cooperation, and patrimony linked to Portuguese culture, and its conservation. During the recent meeting at the Government Headquarters in Macao, the Chief Executive said that he would lead a delegation to Portugal in April comprising officials of the Macao Special Administrative Region (MSAR) Government and local entrepreneurs, in order to seek greater avenues for investment and trade between enterprises from the two places. Macao, as also a bridge linking China and Portuguese-speaking countries, would continue to give full play to: the advantages arising from the “One country, two systems” principle; the unique charm of the city’s language traditions and culture; the fostering of the city’s “one centre, one platform, and one base” strategic positions; and deepening ties between China and Portuguese-speaking countries in terms of economic and trade cooperation. The Chief Executive additionally said that Macao and Portugal had long historical ties. The MSAR Government had always paid great attention to the contributions and cultural heritage of the Portuguese community in Macao. The MSAR Government strove to help preserve the community’s unique traditions, language, culture, and customs. Such effort was reflected in the existing legal system, and could also be seen in the city’s education system, architecture, and public works, Mr Ho stated. Speaking at the meeting, Ambassador Nascimento said the Portuguese Government would offer the utmost support regarding the Chief Executive’s forthcoming visit. Mr Nascimento said he hoped the April visit would help consolidate the connection, exchanges, and cooperation between Macao and Portugal. Ambassador Nascimento also said that Macao’s platform roles would be helpful for enterprises from Portuguese-speaking countries when it came to investment in, respectively, the Guangdong-Macao Intensive Cooperation Zone in Hengqin; the Guangdong-Hong Kong-Macao Greater Bay Area; and other cities on the mainland. The combination of Macao, as part of the Greater Bay Area, and Portugal, in terms of its advantageous roles in medicine, new technologies and ocean economy, would be conducive for advancing development of the Greater Bay Area. Other officials attending the meeting included the Director of the Government Headquarters Affairs Bureau of the MSAR, Ms Lao Kuan Lai de Luz; and the Consul-General of Portugal in Macao, Mr Alexandre Leitão.

CE affirms Forum Macao’s positive role in Macao’s effort to link China and Portuguese-speaking countries
The Chief Executive, Mr Ho Iat Seng, today affirmed the role of the Forum for Economic and Trade Co-operation between China and Portuguese-speaking Countries (Macao), known as Forum Macao, in helping Macao realise its strategic position as a commercial and trade cooperation service platform between China and the Portuguese-speaking countries (the “one platform” policy). Mr Ho made the remarks during a speech delivered at a reception to mark the 20th anniversary of Forum Macao. The Chief Executive stated that, in the context of the continuous growth in the activities of the Macao Special Administrative Region (MSAR) as a platform between China and the Portuguese-speaking countries, it was hoped Forum Macao would make even better use of the MSAR’s unique advantages, and opportunities arising from the development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin, in conjunction with Macao’s “1+4” strategy for appropriate economic diversification. This, he said, would help Macao enterprises to play a greater role in promoting economic and trade cooperation between the mainland and the Portuguese-speaking countries, and facilitating people-to-people exchange among these countries. This year was of great significance to the MSAR, as 2023 marked the beginning of implementation of the guidelines outlined respectively in the 20th National Congress of the Communist Party of China (CPC) and the recently-concluded “Two Sessions”, as well as a critical period for implementation of the 2nd Five-Year Plan for Economic and Social Development of the MSAR. With the strong support of the country, and the advantage of the Forum Macao mechanism, there would be new impetus for advancing Macao’s role as a trade and service platform between China and Portuguese-speaking countries, added Mr Ho. Macao – by making use of the MSAR’s inherent strengths and the development path set out for Forum Macao since its founding two decades ago – had been strengthening its role in linking China and the Portuguese-speaking countries. The support of the Central Government and the country’s Ministry of Commerce had been indivisible elements in Macao’s growing role as a platform between China and the Portuguese-speaking countries. So had the support of the governments of those Portuguese-speaking countries, as well as the effort made by successive leaders of the Permanent Secretariat of Forum Macao. The economic and commercial cooperation between China and the Portuguese-speaking countries had achieved encouraging results, with strengthened ties in various fields. All these efforts had helped in boosting Macao’s influence in the international community, and in promoting the city’s development. The Chief Executive stressed the MSAR Government strictly adhered to the guidelines issued at the 20th CPC National Congress and the "Two Sessions”, prioritising Macao’s strategic positions as “one centre, one platform, and one base”, while making full use of the favourable policies and measures introduced by the Central Government in order further to integrate the city into overall national development. The 20th anniversary of Forum Macao was not only a historic milestone, but also a prime moment for high-quality advances in Macao’s role of linking China and the Portuguese-speaking countries, said Mr Ho. The MSAR Government would give its full support to assisting the work of the Permanent Secretariat of Forum Macao, and would spare no effort in preparing for the next edition of the Ministerial Meeting of Forum Macao. Likewise, the MSAR Government would spare no effort in expanding Macao’s role as a platform between China and the Portuguese-speaking countries. This would contribute to an all-round deepening of cooperation in economic, commercial, and cultural affairs, and to promotion of people-to-people exchanges among those countries. The result would be a joint exploration of fresh opportunities, in the interests of a brighter future for all, Mr Ho added.

Racers stayed still for 8-hour measurement In the dialogue exchanges with racers, Robert Huff expressed that the measurement process took around 8 hours and he had to be still so that the team could get everything right. Everyone from the team is so professional and more than 200 exact measurements were taken of the head and body. He added that as donated by him, the costume also means a lot to him which is his 2018 racing kit. Michael Rutter shared that his figure wears his racing suit and cap with the winner’s leaf garland. It is interesting that his figure has a celebration pose and it is the only figure holding a champagne. The team is so professional and patient because they spent so much time matching the colour of his teeth, skin, eyeball, and hair. He hopes to share the precious winning moment with his fans, who can take pictures with his figure and celebrate together. Debut comes true through hard work after delay by pandemic After undergoing expansion, the Museum reopened in 2021 as a brand-new attraction. During the remodeling project, MGTO had come into contact with Madame Tussauds Hong Kong to discuss partnership in exhibiting racers’ wax figures for more captivating museum visits. Through the pandemic, the two remained in communication to progress with the work on the wax figures. The much-anticipated wax figures now come into the spotlight finally. The Museum opens tomorrow (28 Tuesday) as an exception The eight drivers are internationally renowned and former competitors in the Macau Grand Prix. The exquisite waxworks of the globally prestigious brand Madame Tussauds vividly capture the demeanor of the motor racers. 33rd Macao Arts Festival received an enthusiastic response from the public on the first day of ticket sales
Tickets for the 33rd Macao Arts Festival (MAF), organised by the Cultural Affairs Bureau, went on sale simultaneously through the Macau Ticketing Network outlets, telephone and online booking from 10am on 26 March. Many people bought tickets at the ticketing outlets on the first day of ticket sales for this year’s Festival in spite of the rain. The opening performance Rite of Spring presented by Yang Liping and the closing performance Patuá theatre Carnavaland were highly sought after. The programmes On Substance of Time by Portuguese Contemporary Dance Company and New Dragon Inn by Shanghai Jingju Theatre Company had an enthusiastic response. Tickets for some sessions of the local performances were sold out. The public is advised to purchase their tickets during the early bird discount period. This edition of the MAF, themed “The Long Artistic Journey”, features 20 selected programmes covering theatre, opera, dance, music and the visual arts, inviting the public to be inspired by art to appreciate the beauty of life and the most beautiful landscapes. Macao-Hengqin Delegation’s First Overseas Visit for Investment Promotion Gains Fruitful Results: Ten Investment Promotion Events during the 10-day Visit Highlight Synergistic Effect of “1+1＞2”
From 12 to 21 March, the Macao-Hengqin Investment Promotion Delegation (“the Delegation”) organized a number of events such as investment promotions, seminars, market surveys, and visits to local enterprises in Indonesia, Singapore and Malaysia. The Delegation held about 280 business matching sessions and facilitated the on-site signing of six cooperative projects, showing the international community that the Macao-Hengqin joint economy is pursuing integrative development and high-level opening up. It is worth noting that the business mission features the first overseas investment promotion effort of the Executive Committee of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (“the Cooperation Zone”) since its establishment and also the first joint delegation of Macao and the Cooperation Zone, laying a solid foundation for Macao and Hengqin to establish a collaborative mechanism for investment promotion and jointly explore investment opportunities. Hengqin-Macao integration highlighted at the investment promotion events In the 10-day visit, the Delegation comprehensively introduced the investment and business environment as well as preferential policies of Macao and Hengqin in four cities of three countries. This joint mission has produced the synergistic effect of “1+1＞2” and sent out a strong signal of Macao-Hengqin joint efforts in investment promotion and talent attraction. The overseas visit has fully reflected the Macao-Hengqin cooperation. The Cooperation Zone invited local enterprises to attend the investment promotion events, while Macao organized its enterprises for business negotiations at the meetings. Leaders from Hengqin and Macao who took charge of investment promotion participated in all the activities to introduce the business environment and the strength from the integration and shared resources of Hengqin and Macao. “This visit marks a joint initiative of Macao and Hengqin to deliver the new message of ‘Macao Platform + International Resources + Hengqin Space + Results Sharing’ to overseas business communities. For example, a themed exhibition was held in Singapore for business matching with local exhibition agencies, which facilitated around 100 negotiations. In Malaysia and Indonesia, the Delegation cooperated with internationally renowned accounting firms and facilitated about 180 business matchings through the network of professional organizations. A variety of intensive, pragmatic, and efficient events that the Delegation arranged helps to promote mutual understanding and economic and trade cooperation between Macao-Hengqin and the three Southeast Asian countries in numerous fields. These events will also help attract high-quality and high-growth landmark projects and key node projects in the industrial chain to Macao and the Cooperation Zone, further promoting Macao-Hengqin’s high-quality development. Perspective investment promotion co-launched by Macao and Hengqin Since its inception, the Cooperation Zone in Hengqin has joined hands with Macao to innovate cross-border cooperation models and enhance investment environment and business advantages, gradually building a new model – “Macao Platform + International Resources + Hengqin Space + Results Sharing”, to promote collaborative development of Macao-Hengqin industries. Located in the Guangdong-Hong Kong-Macao Greater Bay Area, Macao and Hengqin are among the regions with exceptional degree of openness and robust economic vitality in China. Whilst implementing the “1+4” strategy for moderate and diversified industrial development, Macao has leveraged its business advantages under the framework of “One Country, Two Systems”, including free ports and separate customs areas. In the time ahead, chambers of commerce, institutions, and enterprises contacted by our delegation will be invited to visit Macao and Hengqin, so that they can gain an in-depth understanding of our investment environment, which will help them make an informed decision to start business here. [Running with full capacity] IPIM’s series of investment promotion measures facilitate the moderate diversification of the economy
In line with the “1+4” moderately diversified development strategy and continuing to introduce investors to the local market, the Macao Trade and Investment Promotion Institute (IPIM) actively makes various investment promotion efforts, focusing on accelerating the implementation of more new projects. From 2020 to 2022, IPIM’s “one-stop” service for investors received 820 new investment plans, of which 552 were completed and followed up, and 157 of them involve, with the R&D and manufacturing of traditional Chinese medicine as entry point, projects of the four major industries, such as the big health, modern finance, high-tech, MICE business, culture and sport. Being optimistic about the new mode of joint development of industries in Macao and Hengqin Investors stated that they have chosen to settle in Macao for the following reasons: 1) they are optimistic about Macao’s great geographical advantages as a tourist city adjacent to Mainland China; 2) they are optimistic about the development of Hengqin, and the integration of Macao and Hengqin can bring new opportunities for enterprises engaged in smart cities and smart living; 3) they understand that Macao has a grand vision of development which is to integrate into the Guangzhou-Shenzhen-Hong Kong-Macao scientific and technological innovation corridor, therefore, they are also optimistic about the future development potential of Macao and willing to settle in Macao in advance. From January to February 2023, the “one-stop” service for investors received 56 new investment plans, which stands for a considerable increase compared with the same period in 2022, reflecting the international recognition and confidence in the prospects of the Macao market and the new model of industrial linkage development of the “Macao Platform + International Resources + Hengqin Spaces + Results Sharing” . “Going Global” for the accurate business matching and investment promotion In addition, IPIM and the Guangdong-Macao In-depth Cooperation Zone in Hengqin jointly “went global” to attract investment. From March 12 to 22, a delegation was formed to visit Indonesia, Singapore, and Malaysia. Through multiple accurate business matchmaking arrangements, a total of 10 investment promotion and matchmaking activities were held, in which about 280 matchmaking and negotiation sessions were organized, resulting in 6 signed projects, and multiple local enterprises related to the four major industries were visited, helping to implement the goal of moderate diversification of Macao’s economy. Implementation of “attracting investment through exhibition” Furthermore, in deepening the implementation of “attracting investment through exhibitions”, IPIM adheres to the principle of “proper positioning prior to the exhibitions, follow-up during the exhibitions, and performance tracking after the exhibition”, allowing businessmen participating in exhibitions to deeply understand the advantages of Macao’s business operations, thus exerting the momentum of “industry + conventions and exhibitions”. From 2020 to 2022, IPIM arranged more than 7,000 business matchmaking sessions during the convention and exhibition business activities to facilitate two-way trade and investment cooperation between all parties. In the future, IPIM will continue to expand channels for attracting investment, promote the business environment and advantages of Macao, and encourage more investors to develop business in Macao. Moreover, IPIM will further optimize and integrate its investment services, and, by combining with the “industry + conventions and exhibitions” and other models, create a sustainable business environment for enterprises, thereby enriching the diversified development of Macao’s industries.

CE outlines four points to support high-quality development of Cooperation Zone in Hengqin
The Chief Executive, Mr Ho Iat Seng, has today raised four points of aspiration regarding the high-quality development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin. The Cooperation Zone’s Administrative Committee held in Macao its fifth meeting, which was co-chaired by the body’s two directors, namely Mr Ho and the Governor of Guangdong Province, Mr Wang Weizhong. After the meeting, several cooperation agreements were signed covering a number of key projects regarding the development of the Cooperation Zone, in fields such as: financial services; biotechnology; traditional Chinese medicine, and electrical insulating materials. Speaking during the meeting of the Cooperation Zone’s Administrative Committee, the Chief Executive stated that thanks to the care shown by, and support of, President Xi Jinping and the central authorities, Guangdong and Macao had accomplished fruitful results in terms of promoting the construction of the Cooperation Zone around the “one main line” principle and its key task, covering industrial development, integration of projects relating to people’s livelihoods, and convergence of rules and regulations. The Chief Executive said that during his duty visit to Beijing in December 2022, President Xi had provided important guidance regarding the need for Macao to seize the valuable opportunities arising from the construction of the Cooperation Zone, which had vast prospects for development. Today’s meeting was conducive to plan the next steps for advancing the Cooperation Zone and for grasping the fresh opportunities arising from its development, in order fully to implement the instructions of President Xi, and realise further achievements. The first point of aspiration shared by the Chief Executive was the need to hold firmly to the main task regarding the development of the Cooperation Zone: ensuring it is of high quality, while accomplishing the goals and tasks set for the first stage. Mr Ho called for further effort to implement fully the "three major projects" and to strengthen the "three supports", and to strive for new progress in various areas. The second of Mr Ho’s four points was the need to focus on the most important areas and tasks, in order to achieve landmark results before the end of the year. Work to implement a policy regarding a “first-tier” relatively-relaxed form of customs control, and a “second-tier” stricter form of customs control should be expedited. Further effort should also be made to: ensure high-quality construction of the Macao New Neighbourhood project in Hengqin; increase supply of housing units to meet the needs of talented people that will live and work in the Cooperation Zone; and attract investments for the key industries planned for the Cooperation Zone. The third point outlined by the Chief Executive was the need to implement favourable policies planned for the Cooperation Zone. Since the beginning of this year, there had been a number of preferential policies introduced, including the Regulation for Promoting Development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin; “30 articles relating to financial support”; and “20 articles for customs affairs”. Mr Ho called for further effort to realise these policies in order to share the benefits of the Cooperation Zone’s development with the community. The fourth point shared by Mr Ho was the need to understand fully the key points regarding innovation of regulatory systems and mechanisms, and step up effort to optimise the mechanism for shared growth via discussion and collaboration. Development of the Cooperation Zone was essential for the future of Macao, said Mr Ho. He reiterated the need to adhere to the “one main line”, the four strategic positionings and the four major tasks outlined for the Cooperation Zone, to ensure high-quality development. Also at the meeting, Governor Wang said that with guidance from, and the support of, the central authorities, Guangdong and Macao had implemented the policies outlined in the Master Plan of the Development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin, and worked diligently to realise a number of favourable policies. There had been fresh achievements regarding the development of the Cooperation Zone, stated Mr Wang. Mr Wang also shared five aspirations for advancing the Cooperation Zone. First, concentrate efforts to implement a “tier-specific” management policy, and strive to complete the major supportive initiatives outlined in the Master Plan. Second, press ahead with development of the key industries and the construction of major related platforms. Third, expedite work to ensure completion, by the end of the current year, of the Macao New Neighbourhood project, and accommodating infrastructure relating to people’s well-being, with a view to build the Cooperation Zone with characteristics similar to those of Macao. Fourth, adhere to the principle of “mutual discussion, joint construction, joint administration and shared benefits”, and optimise operating and management mechanisms within the Cooperation Zone. Fifth, assume a problem-based approach to overcome challenges. All these efforts were of significant importance to achieve landmark results in the development of the Cooperation Zone, and in turn, help Macao better to integrate into the overall national development effort, said Mr Wang. Other officials attending the meeting included: the Administrative Committee’s Executive Deputy Director and Secretary for Administration and Justice of the MSAR Government, Mr Cheong Weng Chon; and the Administrative Committee’s Deputy Director and leading officials of the Guangdong Government, Mr Zhang Hu, and Mr Zhang Xin.

“Macao Health Code” system to be suspended from 27 March
The Novel Coronavirus Response and Coordination Centre indicates that the “Macao Health Code” system will cease operation from 27 March, as the requirement for people with Hong Kong travel/residence history to present a Macao Health Code when leaving Macao for Mainland China has been lifted since 14 March. Despite its discontinuation, the “Macao Health Code” system will remain accessible with the wording “System suspended” appear on its homepage, and provide the booking link of regular (self-paid) nucleic acid test and the link to the “COVID-19 Test Result Declaration and Query Platform” for user convenience (see Figure 1). The Response and Coordination Centre emphasizes that all personal information, health declaration records, user registration data, uploaded visit records and venue code records pertaining to the “Macao Health Code” will be eliminated altogether upon the suspension of the system. Moreover, members of the public can still declare their rapid antigen test (RAT) result or retrieve their nucleic acid test (NAT) result in the “COVID-19 Test Result Declaration and Query Platform”, which can be accessed by entering the URL (https://app.ssm.gov.mo/generalrat) or by clicking the link displayed on the homepage of the “Macao Health Code” (see Figure 2). To retrieve a NAT result, simply click “Check the latest NAT record over the past 14 days” and enter relevant personal information and verification code in the Platform (see Figure 3). As for COVID-19 vaccination records, residents can view the records in the Macao One Account – My Health – Personal Medical Records.

Flora Park Children’s Playground to be open for use next Monday onwards
The Municipal Affairs Bureau (IAM) has always cared about children’s developmental needs. To expand the play area for children to explore nature, IAM has redesigned and constructed Flora Park Children’s Playground. The playground will be open to the public on 27 March (Monday). To uphold the concepts of friendly campus and sharing of community facilities, the playground will be open to the public when it is not being used for the teaching activities of Jardim de Infância D. José da Costa Nunes. The opening hours are from 6:00 p.m. to 10:00 p.m. from Monday to Friday, from 1:00 p.m. to 10:00 p.m. on Saturday and from 8:00 a.m. to 10:00 p.m. on Sunday, kindergarten holidays and public holidays. The children’s playground is located inside Flora Park next to Jardim de Infância D. José da Costa Nunes and has an area of about 1,500 square metres. The theme of the design is natural jungle adventure and the playground is suitable for use by children aged 2 to 6 or under 1.2 metres tall. To accommodate children’s nature to be lively, active and curious for exploration, the playground simulates a jungle environment full of adventure and fun. There is a children’s toy car lane around the playground. At the centre, diversified facilities like a combination of wooden house with slides and a slide resembling a beehive are installed for children to slide, hide and climb, etc., so as to satisfy their needs in their physical development and play. Small musical and informative play facilities nearby enrich the sensory information in the environment for improving children’s sensory integration ability. The playground floor is paved with seamless safety mats. Outdoor wash basins are also available. Trees are incorporated into the design of some of the seats, and the greening layout is integrated into the design theme. There is a rest and waiting area near the entrance for parents accompanying their children to rest and shelter from the sun and rain. The playground has three entrances and exits. One is adjacent to the barrier fence of Jardim de Infância D. José da Costa Nunes for use by the kindergarten students to access the park for activities. The other two are a barrier-free passage connected to the Flora Park entrance and an entrance located on Avenida de Sidónio Pais respectively. To maintain the order inside the playground and ensure user safety, only the Flora Park entrance is open at the current stage. The children’s toy car lane can only be used by children’s tricycles. IAM reminds parents to give safety guidance and pay attention to the on-site notices when they use public facilities with their children. They should also use the facilities according to the suitable age and safety guidelines and cherish the facilities when they enjoy parent-child play time together. IAM will continue to carry out optimisation of facilities in the various parks according to the actual conditions to increase the leisure and play space for the public and children. With the Macau Grand Prix reaching its 70th anniversary this year, the wax figures will become a fascination to experience for travelers and motorsport fans from different parts of the world to Macao as the city strives to expand the spectrum of source markets. Racers’ wax figures will be a new attraction for worldwide fans and visitors The eight wax statues portray John Macdonald, Ron Haslam, Ayrton Senna da Silva, Sebastian Vettel, Michael Rutter, Lewis Carl David Hamilton, Robert “Rob” Huff and Edoardo Mortara. All of the racers enjoy international reputation and joined the Macau Grand Prix before. Most of them also won many trophies on the Guia Circuit. Andy Chang Wing Chung: I am a fan of the depicted racers Winning the Formula 4 Macau Grand Prix last year, local racer Andy Chang Wing Chung shared about his passion for watching car races since childhood. In 2013, he joined his first Formula race on the Guia Circuit, which became his greatest joy of life. His idols are Ayrton Senna da Silva, Sebastian Vettel, Lewis Carl David Hamilton and Edoardo Mortara. To him, the Guia Circuit remains one of the most challenging circuits. Yet he enjoyed every race there so much. He added that Formula 3 simulators recreate close-to-life virtual experience along the Guia Circuit in detail. It offers a great means of training before the races. Now, people can behold the wax figures and race cars of these venerable racers and experience the thrill of motor racing along the Guia Circuit with the motorbike and Formula 3 simulators at the Macao Grand Prix Museum.
