Security Secretary outlines three-pronged approach to combat fraud
The Secretary for Security, Mr Wong Sio Chak, today said Macao’s crime-case statistics recorded by the police in the first quarter of 2023 were still at a level lower overall than in first-quarter 2019 before the COVID-19 pandemic. This was despite the latest figures showing a slight increase judged year-on-year. At a press briefing to announce the quarterly crime figures and enforcement statistics, Secretary Wong said that first-quarter fraud cases and cases related to the use of the Internet however registered significant growth when compared to the corresponding period in 2019. The police had analysed the characteristics and changing trends of such forms of crime. They had adjusted their law enforcement strategies in a targeted manner, handling such forms of crime with a three-pronged approach, i.e., ‘prevention’, ‘targeting of criminals’, and ‘recovery’. In the first three months of 2023, the police had recorded a total of 3,006 crime cases, representing a 17.2-percent increase – or 441 more cases – than in the same period in 2022. Compared to the pre-pandemic level of first-quarter 2019, the first-quarter 2023 number saw a drop of 10.6 percent, or 358 fewer cases. Following the return this year of travel conditions to pre-pandemic form for movement in and out of Macao and neighbouring areas, Macao had seen a rapid recovery in the number of inbound tourists, spurring the gradual recovery of the local economy. Since, because of that, a number of conditions had changed in Macao relative to 2022, the relevant numbers from 2019 were also being offered for comparison, in order accurately to reflect the security situation and criminal activity trends in Macao. Across the first three months of 2023, reported crimes against the person showed a year-on-year increase of 2.3 percent, but a 0.7-percent reduction compared to the corresponding number in first-quarter 2019. Crimes against property saw a year-on-year increase of 33.2 percent in the first quarter, but a 16.2-percent decrease from 2019’s number. In the category of crimes against life in society, the tally represented a 33.3-percent increase year-on-year. When compared to first-quarter 2019’s number, the latest data represented a 17.7-percent decrease. Reported crimes against the territory went up by 39.8 percent, but were down 30.5 percent compared to first-quarter 2019. Crimes outside the above categories recorded a 19.4-percent decrease year-on-year, and a 26.8-percent increase compared to the same period of 2019. Across the first three months of 2023, there was an aggregate of 62 cases of violent crime reported to the police. The tally represented a 44.2-percent increase year-on-year, but a 60.8-percent drop from first-quarter 2019. The most serious forms of violent crime – such as kidnapping, murder, and aggravated assault – were either at zero level or continued to be extremely rare in Macao. Speaking in today’s press briefing, Mr Wong said there were 435 fraud cases reported to the police in the first quarter of this year. The number was higher than the corresponding periods of 2022 and 2019 respectively. To help victims either reduce or recover their losses in fraud cases, the police had – together with the local banking industry and neighbouring police authorities – continued to adopt measures either to suppress remittances of a suspect nature, or to urgently stop payment processes. From January to March this year, in a total of 168 cases involving more than 54 million patacas, payment had either been prevented or the payment process terminated. Mr Wong said gaming-related crimes in the first three months of 2023 showed an increase compared to the corresponding number in 2022. It was believed that was linked to the increase in visitors to Macao, with some people seeking to take advantage of the recovery in the gaming industry. Via police deployment and stepped-up enforcement effort, the total number of gambling-related crimes in the first quarter of this year was still lower than during 2019’s pre-pandemic first quarter. The latest tally was also lower than in the same period in 2020 and in 2021, when epidemic conditions were prevailing locally. The security authorities would continue to monitor closely any possible change in local security conditions, in light of the growing number of inbound travellers, and the Government’s enhanced effort for economic recovery. The security authorities would do this while also enhancing routes to promote anti-crime messages to the community, and strengthening overall capability for collection of intelligence and liaison with counterparts within the region. These steps were in order to combat effectively any criminal activity, and safeguard the security and prosperity of Macao society, stated Mr Wong.

Brand Logo – “MICE² MACAO x HENGQIN” Makes Debut! Creating a New Brand of “Multi-Venue Event”
On 7 June, the Macao Trade and Investment Promotion Institute (IPIM) and the Economic Development Bureau of Guangdong-Macao In-Depth Co-operation Zone in Hengqin jointly launched the brand logo “MICE² Macao x Hengqin” for “multi-venue event”. The launch ceremony was held at the Multi-functional Hall of the Complex of Commerce and Trade Co-operation Platform for China and Portuguese-speaking Countries. The brand logo is released to better showcase the advantages of the Macao-Hengqin MICE platform to the international community, facilitate the synergistic development of MICE industry of the two places so as to provide concerted driving force for industrial development. The ceremony was attended by guests from the Macau Fair & Trade Association, Macao Convention & Exhibition Association, Association of Advertising Agents of Macau, Macau Federal Commercial Association of Convention & Exhibition Industry, as well as representatives of Macao’s MICE and tourism industries. New brand debuting “MICE² Macao x Hengqin” is a brand-new logo designed for Macao and Hengqin to jointly promote the mode of “multi-venue event” in a unified manner, also a milestone that marks the first step to demonstrate a consistent image of “multi-venue event”. Its design concept is derived from the cross-regional characteristic of “multi-venue events”. In its layout, the element of “gate” represents interconnection and interworking between Macao and Hengqin; also symbolises the entrance of the Guangdong-Hong Kong-Macao Greater Bay Area that welcomes enterprises and professionals worldwide to share the development opportunities in the Greater Bay Area. In its English name, MICE² Macao x Hengqin, MICE stands for Meetings, Incentives, Conventions and Exhibitions; the square (²), on the one hand, represents the integration of Macao and the Guangdong-Macao In-Depth Co-operation Zone in Hengqin in the MICE sector, which has created a new norm of MICE business through “multi-venue events”; on the other hand, it represents the expectation for the MICE collaboration between Macao and Hengqin, believing that their collaboration will lead to an exponential increase in boosting not only the MICE projects but also the business investment brought by the MICE events. The new brand logo which is designed for joint promotion of the two places will be used domestically and internationally at different MICE events, world-renowned MICE magazines and leading online platforms, giving more exposure to the unique advantages in the MICE industry of the two places, enhancing the international influence of the Macao-Hengqin MICE platform. Strong and concerted efforts spotlighting new advantages Closer collaboration between Macao and Hengqin has yielded positive results. The 1st China (Macao) High-quality Consumption Exhibition & Hengqin Global Bay Areas Forum and BEYOND Expo 2023 were successfully held, further promoting the innovative mode of “multi-venue events”, also effectively facilitating the integration of the advantages of Macao and Hengqin. Macao Special Administrative Region Civil Aviation Security Programme is published today and will be implemented in July
With the aim to establish civil aviation security legal requirements to safeguard the security operations of Macao’s aviation against acts of unlawful interference, the Chief Executive Dispatch No. 68/2023 – “Macao Special Administrative Region Civil Aviation Security Programme (MCASP)” was published today in the Official Gazette. In accordance with Article 8 of the Administrative Regulation No. 16/2022 - "Air Transport Facilitation and Civil Aviation Security Systems", the Civil Aviation Authority (AACM) worked on the drafting of the MCASP (or the Programme) which stipulates the statutory requirements for the protection of civil aviation security activities from unlawful interference. The Programme balances the safety factors and the efficiency factors for the operations of flights and ensures the compliance with the standards and recommended practices of civil aviation security set out in international conventions, as well as the application of the relevant provisions of Macao’s laws and regulations. The Macao Special Administrative Region Civil Aviation Security Quality Control Programme and the Macao Special Administrative Region Civil Aviation Security Training Programme, which codify the legal requirements for the work in quality control and training, are attached as annexes to the MCASP. The Programme shall apply to all the activities within an aerodrome located in Macao SAR or in an aircraft registered or operated in Macao SAR, as well as all the activities related to the provision of goods or services to or through aerodromes located in Macao SAR by entities that apply civil aviation security standards and requirements and operate from facilities located inside or outside those aerodromes. The AACM is the competent authority for civil aviation security activities. All operators within the scope of application are required to develop their own security programmes in accordance with the requirements of the MCASP and submit their programmes and any subsequent changes to the AACM for approval; operators must fulfil their obligations to ensure that the security controls and security inspection procedures performed by them are done in accordance with their programmes. The AACM will conduct audits, periodic and non-periodic inspections on the operators to check their compliance with the MCASP; if there are findings of non-compliance, the Authority will carry out investigation and might penalize the operators in accordance with the penalty scheme of the "Air Transport Facilitation and Civil Aviation Security Systems ". The MCASP will come into effect on 1 July 2023.

CE sends congratulations on successful return of Shenzhou-15 spacecraft
The Chief Executive, Mr Ho Iat Seng, sent today a congratulatory message to the Central Government, regarding the successful return to Earth of the Shenzhou-15 crewed spacecraft. On behalf of the Macao Special Administrative Region (MSAR) Government, the Chief Executive expressed his warmest congratulations to the country for completion of the space mission, and for the successful rotation to the country’s next space flight crew i.e. the Shenzhou-16 spacecraft. Mr Ho’s congratulatory message also expressed his greatest admiration for the three astronauts forming the crew of Shenzhou-15 – Mr Fei Junlong, Mr Deng Qingming, and Mr Zhang Lu – as well as for the scientists and others involved in the mission. The Shenzhou-15 spacecraft was launched on 29 November 2022, carrying the three astronauts on a mission to work and live in orbit for six months. The space mission represented the country’s first in-obit rotation of crew – from the Shenzhou-14 spacecraft to Shenzhou-15 – for the country’s Tiangong space station. With the support of scientific and technical personnel on the ground, the crew of Shenzhou-15 successfully conducted four extravehicular activities. The crew also carried out: several payload-related out-of-cabin missions; eight projects of human factors and ergonomics engineering research; 28 aerospace-related medical experiments; and 38 space-science exercises – either in the form of test or experiment – covering ecology, material science, and the mechanics of fluids. The crew obtained valuable data from these experiments. These achievements once again illustrate the country’s leapfrog advances in aerospace engineering. While in orbit, the Shenzhou-15 crew continued the educational activities of the “Tiangong Classroom” and held a “Tiangong Dialogue” with young people on the ground, helping expand the horizons of young students, and inspiring the public to explore and expand their knowledge of science. The Shenzhou-15 spacecraft was the last mission in relation to the construction of the country’s crewed space station. It laid a sound foundation for moving the country’s space station into an application-and-development phase, and marked a new peak in the country’s aerospace-science and crewed-space project work, said Mr Ho. The Chief Executive’s congratulatory message stated that all compatriots in Macao were beyond proud – as well as encouraged – by the country’s achievements in space science. The Macao public would continue fully to support the development of the country's crewed space-flight industry, and make due contributions to strengthening the building of the country as a space power.

Macao Government Tourism Office (MGTO) will roll out the first large-scale promotional event in Asia for an international visitor market after the pandemic – the “Experience Macao, Unlimited” Mega Roadshow in Bangkok, Thailand tomorrow (2 June) for three days in a row. The Office led a delegation of Macao’s travel trade to hold a Thailand – Macao travel trade presentation seminar in advance today (1 June) for their counterparts in Thailand to learn more about Macao’s new elements of “tourism +” and fascinating aspects as a travel destination. Ideas were exchanged to design Macao travel products catering to Thailand visitors, to tap further into the Southeast Asian market. MGTO Director Maria Helena de Senna Fernandes, Vice Presidents of Thai Travel Agents Association (TTAA), Somchai Chomraka and Wachira Wichaiwatana, delegates of Macao’s travel trade and six major integrated resorts, as well as Thailand travel agencies and airlines participated in the occasion. The seminar engaged about 120 participants. In her remarks, Senna Fernandes highlighted that Thailand swiftly returned to Macao’s top ten visitor-generating markets in February, as air links resumed, and MGTO launched promotional endeavours in all fronts to restart the market. These efforts have led to today’s travel trade seminar, to update Thailand’s travel trade on Macao’s tourism development, and for both sides to join hands to create products and packages tailored for Thailand travelers. Promote Macao’s strengths as a travel destination For the travel trade and media in Thailand, MGTO’s market representative in Thailand presented an overview of Macao’s latest tourism situation, the “Experience Macao, Unlimited” campaign for monthly city highlights and other tourism products, in the hope that participants could gain a deeper understanding of Macao’s diverse elements of “tourism +”. The seminar also featured a business networking session, facilitating exchange and cooperation between tourism industry delegates from Macao and Thailand. Together they designed Macao itineraries and related products tailored for Thailand visitors, to boost mutual visits of travelers. Mega roadshow will unfold in Bangkok tomorrow Ready to be unveiled in Bangkok tomorrow, the “Experience Macao, Unlimited” Mega Roadshow features a variety of booths and interactive games in a colorful key visual design themed after the symbol of infinity. The six major integrated resorts from Macao will also promote their tourism facilities and new elements at their booths. Together they will launch special offers on different tourism products in concerted effort for destination marketing. Thailand ranked as the 10th biggest source market before the pandemic In 2019, Macao welcomed over 150,000 visitors from Thailand, which ranked as the tenth largest source market. Seizing the opportunity brought by the return of flights between Macao and Thailand, MGTO rolls out greater promotional efforts in different ways while actively organizing familiarization visits for delegations of Thailand’s travel trade, influencers and media to Macao in March and May. The delegates brought home their first-hand experience of Macao’s wonderful diversity of “tourism +” elements. Endeavors are made to ignite Thailanders’ interest in Macao as a preferred destination, to diversify international visitor source markets for tourism and economic revival.

[Expanding New Opportunities] The 14th IIICF Officially Unveils Bringing together elites to jointly build a new future in infrastructure construction
Jointly organised by the China International Contractors Association and the Macao Trade and Investment Promotion Institute, the 14th International Infrastructure Investment and Construction Forum (IIICF) kicks off today (1 June). Focusing on green and low-carbon, digital intelligence-driven development trends, over 3,000 political, business and academic elites from all over the world in the infrastructure sector are brought together to explore topics such as energy and water infrastructure, international co-operation and green transformation, smart rail transit, new energy and new materials, with a view to jointly promote the high-quality development of international infrastructure co-operation. Infrastructure co-operation driving new force for global economic recovery Guests sharing development highlights During the opening ceremony, a keynote speech was given by Vice Minister of the Ministry of Commerce of the PRC Guo Tingting. She noted that the world’s multipolarity and economic globalisation are unstoppable, and the development of digitalisation has injected new momentum into international infrastructure investment and opened up new possibilities for international infrastructure co-operation. The Ministry of Digital Development and Communications of Mongolia will actively promote the application of technological results in infrastructure investment and construction and is also willing to form partnerships in the field of green and smart finance, thereby stimulating the development of domestic infrastructure and realising mutual beneficial and win-win outcomes. Chairman of the Power Construction Corporation of China Ltd. (PowerChina) Ding Yanzhang remarked that PowerChina is committed to constructing an industrial ecosystem of “shared benefits and shared risks”. The Zambia Water Investment Programme (ZIP) was launched during the Ordinary Session of the Assembly of the African Union, planning to allocate US$5.97 billion by 2030 to address the gap in water infrastructure construction and provide opportunities for countries to participate in water infrastructure development. Chairman of the China National Chemical Engineering Corporation Ltd. (CNCEC) Dai Hegen pointed out that new technological revolutions and industrial changes are happening every day, and the infrastructure sector is facing new development opportunities which will become a new driving force for global economic recovery. Doubling the scale of exhibition, 90% of customised booths bring business opportunities to the industry The Forum is held fully offline and is attended by more than 3,000 global industry professionals, including more than 40 ministers and officials of higher levels, senior executives from close to 20 financial institutions, over 70 enterprises included in the Engineering News Record’s (ENR) Top 250 International Contractors and more than 10 international organisations, in addition to over 10 international business associations and upwards of 700 enterprises and organisations. The number of on-site guests attending the Forum has more than doubled compared to last year. The exhibition of the Forum has been relocated to the Exhibition Hall for the first time. Biodiversity is maintained through continuous mountain forest restoration with over 120,000 saplings of more than 100 native tree species planted
After Macao was hit by typhoons Hato and Mangkhut, the mountain forests of Macao had been severely damaged. Since 2018, the Municipal Affairs Bureau (IAM) has continuously carried out ecological restoration of mountain forests in phases and planting of over 125,000 saplings of more than 120 native tree species has been completed. After many years of continuous monitoring, the survival rate of saplings reached over 90% and their growth has been good, and the foundation of safeguarding biodiversity in mountain forests has been established. In the second quarter of this year, the sixth phase of mountain forest restoration will be carried out successively in areas on both sides of Estrada Militar, south of Hac Sá Reservoir and in Long Chao Kok in Coloane, spanning a total area of 35 hectares. It is planned that 35,000 new saplings will be planted next year. To restore the ecological environment in mountain forests, IAM, with the support of the Forestry Administration of Guangdong Province, jointly formulated the principles and plan for the restoration and optimisation of the ecology of mountain forests with a group of experts from the Guangdong Academy of Forestry based on the characteristics of the mountain forests of Macao. The contractor company for the mountain forest restoration is required to follow the restoration plan formulated by IAM and the mentioned group of experts and carry out restoration and planting in six operational steps, namely keeping the existing tree species, clearing weeds, digging tree pits, applying fertilisers and refilling the pits with soil, disinfection and planting of saplings and care. Once removal of trees in mountain forests is involved, the company is required to strictly follow three principles: only remove wilted trees, trees which are in danger due to disease and invasive plants. IAM will monitor the restoration result jointly with the group of experts. Healthy mountain forests should encompass biodiversity and include herbs, shrubs and trees. In recent years, many areas of mountain forests in Macao seem green and vibrant, but a large area of the hills have been covered with vines like Hypserpa nitida and Mikania micrantha. These vines severely endanger the growth of plants and the forest area gradually loses its ecological function to provide food source and habitat for organisms, affecting the sustainable development of biodiversity. Furthermore, pioneer tree species planted in the last century in Macao, such as Acacia confusa and Casuarina equisetifolia, have caused many forest areas in Macao to deteriorate due to their short life spans even though they have functions such as transforming the micro-climate environment and fertility of the soil in forest areas. Therefore, it is necessary to remove vines like Hypserpa nitida and Mikania micrantha and restore the ecology of mountain forests by means of afforestation and continuous remedy, so as to protect the biodiversity of mountain forests. According to the data in the “environmental condition report”, the number of species of three types of animals, namely birds, mammals and insects, has increased and the number of species of amphibians, fish and reptiles has held even from 2018 to 2021.

Police Circular: Beware of consumer bonus point expiry scams via SMS messages
The Judiciary Police (PJ) has again received reports of smishing through false consumer bonus point expiry notifications. A member of the public recently received a text message from an unknown sender, claiming that the bonus points in his account on a consumer platform would soon expire. He should click the embedded link in the text message to redeem rewards. Upon doing so, the victim reached a phishing website where he was required to enter his personal information and credit card details. To redeem rewards, the victim had to enter a one-time verification code to complete a credit card transaction. The following day, the victim discovered someone had linked his credit card to a mobile payment app and had conducted multiple large-sum transactions. PJ reminds the public to check the authenticity of SMS messages with embedded links. They should also carefully examine the subject and contents of the one-time verification messages they receive during online credit card transactions to prevent from being scammed.
