Since the enforcement of Administrative Regulation No. 3/2005 – Temporary Residency Regime for Investors, Management and Technical Personnel, the Macao SAR Government approved 2,084 temporary residency applications for technicians with special qualifications from 2005 to 2019. Those who engaged in education (754 persons, accounting for 36.2%), architecture (428 applicants, accounting for 20.5%) and aviation (214 applicants, accounting for 10.3%) are the majority of approved applicants.

The Macao Trade and Investment Promotion Institute (IPIM) handles mainly new temporary residency applications and renewal applications. The Macao SAR Government assesses the following six major aspects while analysing new applications based on technical qualification: (1) Educational background; (2) Professional qualification, publication and award; (3) Work experience; (4) Job position; (5) Basic salary; (6) Status of the Macao society and economy, as well as the city’s needs. The assessment aims at ensuring that the approved applicants are with exceptional qualities and will benefit Macao’s growth. In consideration of the needs of the society, the current SAR Government is now studying a new talent admission policy as it is considered a measure necessary to the diversified development of Macao’s economy. As a result, the assessment of new applications will be carried out according to the standard of future talent development. 

As to the handling of temporary residency renewal applications, the current government has been strictly following the current laws and regulations to analyse and assess each application according to the actual situation of applicants. At present, 211 temporary residency renewal applications by technicians with special qualifications are being processed, involving 403 individuals.

The SAR Government has always been respecting the adjudication of the court, abiding by law to administrate the city, and, jointly with different sectors, upholding the rule of law, which is the core value of SAR society. The SAR Government shall maintain good will, objectiveness, justice, discreetness and pragmatic attitude and standard in the execution of every administrative procedure, and in the handling of every application filed by any interested parties.
