The Macao Special Administrative Region (MSAR) Government expresses strong opposition to the unsubstantiated accusations regarding the human rights situation in Macao contained in a self-styled 2025 annual report recently issued by the Congressional-Executive Commission on China of the United States of America.
Over the past 25 years since its return to the motherland, Macao has fully, accurately, and resolutely implemented the “One country, two systems” principle and the Basic Law of the MSAR. The MSAR has achieved rapid economic development, maintained social stability and harmony, and continuously improved the well-being of its residents.
Macao maintains a sound legal system with an independent and impartial judiciary, and its residents enjoy extensive freedoms – including freedom of speech, religion, press, and movement – which are fully protected under the law. All human rights are adequately safeguarded.
The MSAR Government has repeatedly urged the relevant U.S. commission to eliminate bias, respect facts, and refrain from making baseless accusations regarding Macao’s human rights situation. It is hoped that the commission will stop using human rights as a pretext to interfere in the MSAR’s internal affairs, which are entirely part of China’s domestic affairs.
